In it, Mr. Keays makes the argument that emerging economies cannot afford to revert back to the old colonial model of inviting rich foreigners to build projects as if they own the place. The better approach, and indeed the only viable approach, is for the governments of those countries to insist on a project realization model that puts socio-economic development into the sovereign role over the development and eventual operation of the asset.
